Ivy V. Estabrooke, Ph.D.
Executive Director, Utah Science Technology and Research (USTAR) Initiative
Ivy V. Estabrooke, PhD., leads the Utah Science Technology and Research (USTAR) Initiative, the State of Utah’s technology based economic development program, managing competitive research and development programs that fund public and private sector technology organizations. Prior to joining USTAR, Estabrooke was a science and technology program officer for the Office of Naval Research where she managed programs that delivered technology solutions to the US Marine Corps and Special Operations communities.
Estabrooke earned her Ph.D. in neuroscience from Georgetown University, an MS in National Security Strategy and Resource Management from the Eisenhower School of the National Defense University (formerly ICAF) and a BA in Biological Sciences from Smith College.
She is a member of the Office of the Director of National Intelligence’s Science and Technology Experts group, a member of the National Academies of Science Engineering and Medicine’s board on Air Force Studies panel Experimentation in the Innovation Life Cycle and a board member of the Salt Lake Chamber and BioUtah. She is also an honorary commander at Hill Air Force Base.
Outside of the office Ivy enjoys chasing her daughters in Utah’s mountains.
